In my opinion,I don't think that motivational posters by themselves actually motivate people, whether it's in the workplace or at a school or wherever. I think that more is needed to motivate people and also it depends on what type of person is viewing the posters. For example, if a person is pessimistic most likely just seeing a poster on the wall that says "DETERMINATION" isn't going to make that person more determined to do better. I may also make a difference if a person is intrinsically or extrinsically motivated.
If posters are paired with motivational speeches or incentives, they may work better than just the poster themselves. An article that discusses this to some extent is the following:
